Observers are the eleventh primitive of Generative Worlds Architecture. They specify the structural conditions under which entities can interpret states, transitions, and higher-order structures within a generative world. Observers are not minds, not consciousness, not perception, and not epistemic agents. They are structural relations that determine which interpretations are admissible, which transitions are trackable, which invariants are detectable, and which emergent structures are intelligible. This paper develops observers as a formal primitive. It defines admissible observer structures, governing relations, invariants, and boundary conditions. It derives consequences for semantics, coordination, governance, civilizational architectures, and the Consensus Layer OS. Observers are shown to be necessary for interpretability, reflexivity, and coherent participation in generative transitions. Without observers, no world can be interpreted. With observers, coherent interpretation becomes possible. This paper positions observers as the eleventh foundational element of coherent generativity.
