The Consensus Layer OS is the fourteenth primitive of Generative Worlds Architecture. It specifies the structural conditions under which shared state, commitments, interpretations, and transitions are maintained across observers within a civilizational architecture. The OS is not software, not a protocol, not a governance mechanism, and not a coordination system. It is a structural layer that instantiates civilizational invariants, regulates admissible transitions, stabilizes shared state, and enforces coherence across generative worlds. This paper develops the Consensus Layer OS as a formal primitive. It defines admissible OS structures, governing relations, invariants, and boundary conditions. It derives consequences for governance, coordination, consensus, civilizational architectures, and the Governing Equations. The OS is shown to be necessary for large scale interpretability, commitment stability, and coherent generative transitions. Without the OS, no world can maintain shared state at scale. With the OS, coherent large scale generativity becomes possible. This paper positions the Consensus Layer OS as the fourteenth foundational element of coherent generativity.
