Stability is the ninth primitive of Generative Worlds Architecture. It specifies the structural conditions under which invariants persist across generative transitions. Stability is not equilibrium, not homeostasis, not resilience, and not robustness. It is a structural relation that determines which invariants must hold, which transitions are admissible, and which architectures can persist. This paper develops stability as a formal primitive. It defines admissible stability structures, governing relations, invariants, and boundary conditions. It derives consequences for identity, semantics, coordination, governance, and the Consensus Layer OS. Stability is shown to be necessary for coherent generativity. Without stability, no world can maintain structure. With stability, coherent worlds become possible. This paper positions stability as the ninth foundational element of coherent generativity.
